The United States Customs Services, or Customs for short, is the government agency that regulates the inflows and outflows of people and goods into and out of the United States, in conjunction with the INS. The INS, or Immigration and Naturalization Service, is in charge of monitoring non-citizens visiting or residing in the United States, and those persons interested in becoming U.S. citizens.

International travelers, both residents and non-residents, flying into the New York metropolitan area are required to fill out Customs forms on the plane. These forms include such information as any fruits, vegetables, or meat products that are being brought into the country as well as any other items that need to be declared.
